This article discussed the turn out of the citizens at the EPA”S meeting to validate environmental sampling data in Scarboro.

This article discussed the technical assistance project. The citizens brought a lot of opinions on what should be addressed and worries that the effort will leave them, again, with more questions than answers. The residents at the meeting questioned everything from the flowers that wouldn’t grow in their gardens to the Joint Center’s corporate sponsorship.

There’s state furor over an environmental sampling plan prepared by the Environmental Protection Agency, so there conducting a sampling program of its own. The Tennessee Department of Environment and Conservation begun to look at environmental data in Oak Ridge collected by the Department of Energy.

There’ve been concerns for a long time in the Scarboro community about the possibility of airborne contamination form the neighboring Y-12 production facility and its disposal areas. This paper tries to place the events leading to this problem in order.

This document discussed the purpose of capacity building programs, which is to help poor and disadvantaged communities improve their ability to participate in environmental decision-making processes. It also mentioned The Department of Energy’s commitment to promoting environmental justice. The two key components of the capacity building effort are training and technical assistance. The community capacity building can be defined as the process that gives local community groups the necessary tools needed for meaningful participation in agency decision-making. The goal of the effort is to help gain access to computers and the Internet in order to expand and develop capacity to participate in environmental decision-making. It discussed prior activities and the plans of creating the Scarboro Community Technology Center. Lastly, it gave a description of the project.

This document discussed how the Joint Center for Political and Economic Studies issued a report of their survey of the Scarboro community. The survey was designed to seek and identify common issues and areas of disagreement and to provide a detailed description of the community’s characteristics and to develop recommendations for moving forward. It explained the Massie Chairs of Excellence program and discussed the basic issues and concerns for the community.

This memo informed Cheryl Walker-Smith that the members of the Environmental Quality Advisory Board of the City of Oak Ridge have reviewed the subject plan and participated in a public meeting. The plan presented by EPA is designed to determine whether the analytical results from the May 1998 soil sampling are valid.

This article showed maps of a clever deception process designed at ORNL and employed by DOE and Y-12 to hide a greater article. It stated how the blank area in the survey map was designed to pull attention to draw attention off a larger problem at Y-12 involving fluorine releases to air that really did make persons in Scarboro sicker.

This article discussed the health concerns from citizens of Scarboro. It also discussed The Centers for Disease Control’s plans of sending representatives to find out what local government and the public wants in the way of future health studies.

The US Department of Energy has awarded a grant to a nationally- recognized public policy organization to provide independent support to residents of Oak Ridge’s Scarboro community in analyzing issues resulting from recent environmental sampling activities. The Joint Center focuses on issues of concern to African Americans and has special expertise in health policy issues affecting black and minority populations. The Joint Center will assist Scarboro residents in interpreting data resulting from environmental sampling activities initiated by the Department of Energy in May 1998.

Tab A, gives an executive summary of the Scarboro Community Environmental Study which includes the results obtained from an environmental study of soil, sediment, and surface waters within the Scarboro community. Tab B, includes a sample location map of the Scarboro community. Tab C, gives pictures of the workers performing the field sampling. Tab D, gave the radiation dose survey results. Tab E, provided the estimates of potential radiation dose resulting from exposure to measures concentrations of uranium in soil and sediment in the Scarboro community. Tab F, ended the document with a summary of the procedures to complete the sampling project.
